Isaiah’s “new earth”
New for him, but not what Peter and John had in mind.
“They will build houses and inhabit them;
They will also plant vineyards and eat their fruit.
“They will not build and another inhabit,
They will not plant and another eat;
For as the lifetime of a tree, so will be the days of My people,
And My chosen ones will wear out the work of their hands.
“They will not labor in vain,
Or bear children for calamity;
For they are the offspring of those blessed by the Lord,
And their descendants with them.” (Isaiah 65:22-23 NASB)
Isaiah’s “new heavens and new earth,” describe ideal human conditions. The length of years is extended matching Biblical lifetimes before the flood. Those blessed to be on this “new earth” will bear children who will in turn bring forth other generations. This prophesy is describing life for God’s people, Israel, during the reign of their Messiah, (Christ) who will sit on David’s throne ruling over the nations.
“It will also come to pass that before they call, I will answer; and while they are still speaking, I will hear. The wolf and the lamb will graze together, and the lion will eat straw like the ox; and dust will be the serpent’s food. They will do no evil or harm in all My holy mountain,” says the Lord.'” (Isaiah 65:24-25 NASB)
Isaiah’s accurately describes what life will be like for the nation of Israel when Jesus returns to THIS earth made new. To Isaiah it would be new. He did not have the benefit of Peter’s understanding or John’s revelation, but why did Isaiah say, “new heavens”?

I will give to the one who thirsts from the spring of the water of life without cost. 7 He who overcomes will inherit these things, and I will be his God and he will be My son. 8 But for the cowardly and [d]unbelieving and abominable and murderers and immoral persons and sorcerers and idolaters and all liars, their part will be in the lake that burns with fire and [e]brimstone, which is the second death.”
9 Then one of the seven angels who had the seven bowls [f]full of the seven last plagues came and spoke with me, saying, “Come here, I will show you the bride, the wife of the Lamb.”
4 Then I saw thrones, and they sat on them, and judgment was given to them. And I saw the souls of those who had been beheaded because of [a]their testimony of Jesus and because of the word of God, and those who had not worshiped the beast or his image, and had not received the mark on their forehead and on their hand; and they came to life and reigned with Christ for a thousand years. (Revelation 20:4 NASB)
