It’s all about government.
Beyond doubt, it is certain that God’s creation is governed. Scientists trust that the natural world is governed by laws, and they build upon these principles. Stargazers observe the heavens’ mysterious order. And then there is God’s creation called man. The chaos we observe in man is the result of rebellion. Satan, a spiritual being, rebelled against God’s right to govern His creation. Angelic beings made their choice to stay or follow him. Before mankind had children, they were tempted and doubted God’s right to command.
“For a child will be born to us, a son will be given to us; And the government will rest on His shoulders; And His name will be called Wonderful Counselor, Mighty God, Eternal Father, Prince of Peace.
There will be no end to the increase of His government or of peace, On the throne of David and over his kingdom, To establish it and to uphold it with justice and righteousness From then on and forevermore. The zeal of the Lord of hosts will accomplish this.” (Isaiah 9:6-7 NASB) also 2 Samuel. 7:16; Psalm. 89:20-37; Isaiah. 24:23; Jeremiah 30:9, 33:15-17; Ezekiel 34:23-24, 37:24-25, 45:22; Daniel. 7:13-14; Hosea. 3:5; Luke 1:30-33.
The Millennial Kingdom is God’s way of fulfilling promises to the children of Israel and saints with glorified bodies who rule the nations (Isaiah 32:1; Daniel 7:17-18, 7:21-22, 7:27; Mat. 19:28; Luke 22:30; Revelation 3:21+, 5:10+, 20:4,6) that become repopulated with new generations. (Isaiah 65:19-23) When He has accomplished His purpose Satan will be cast in the lake of fire and universal dominion will be restored. (Revelation 20:7-10)
Who is repopulating the nations?
Resurrected saints in their glorified bodies do not reproduce: “For when they rise from the dead, they neither marry nor are given in marriage, but are like angels in heaven.” (Mark 12:25 NASB) Whoever these men and women are they retain their fallen natures. Even though granted Biblical lifespans death is not eliminated, and they are vulnerable to Satan’s final temptation to rebel against Jesus and the saints of Jerusalem. (Revelation 17:14) Only Isaiah indicates who they might be with this unusual prophecy.
“Your dead will live;
Their corpses will rise.
You who lie in the dust, awake and shout for joy,
For your dew is as the dew of the dawn,
And the earth will give birth to the departed spirits.” (Isaiah 26:19 NASB) Their corpses rise, not glorified bodies. Departed spirits returning for an earthly birth.
Christ’s rule will be both spiritual and physical. (Psalm 2:6-9, 72:8; Daniel. 2:44, 4:34, 7:14, 7:27; Micah 4:1-2; Zechariah. 9:10) “From His mouth comes a sharp sword, so that with it He may strike down the nations, and He will rule them with a rod of iron; and He treads the wine press of the fierce wrath of God, the Almighty. And on His robe and on His thigh He has a name written, “KING OF KINGS, AND LORD OF LORDS.” (Revelation 19:15-17 NASB)
What will this earth be like under Christ reign?

Jeremiah 29:11-13 New American Standard Bible (NASB)
11 For I know the plans that I [a]have for you,’ declares the Lord, ‘plans for welfare and not for calamity to give you a future and a hope. 12 Then you will call upon Me and come and pray to Me, and I will listen to you. 13 You will seek Me and find Me when you search for Me with all your heart.
18 For I consider that the sufferings of this present time are not worthy to be compared with the glory that is to be revealed to us. 19 For the anxious longing of the creation waits eagerly for the revealing of the sons of God. 20 For the creation was subjected to futility, not willingly, but because of Him who subjected it, [i]in hope 21 that the creation itself also will be set free from its slavery to corruption into the freedom of the glory of the children of God. 22 For we know that the whole creation groans and suffers the pains of childbirth together until now.
And He *said, “Write, for these words are faithful and true.” 6 Then He said to me, “[c]It is done. I am the Alpha and the Omega, the beginning and the end. I will give to the one who thirsts from the spring of the water of life without cost. 7 He who overcomes will inherit these things, and I will be his God and he will be My son. 8 But for the cowardly and [d]unbelieving and abominable and murderers and immoral persons and sorcerers and idolaters and all liars, their part will be in the lake that burns with fire and [e]brimstone, which is the second death.”
9 Then one of the seven angels who had the seven bowls [f]full of the seven last plagues came and spoke with me, saying, “Come here, I will show you the bride, the wife of the Lamb.”
4 Then I saw thrones, and they sat on them, and judgment was given to them. And I saw the souls of those who had been beheaded because of [a]their testimony of Jesus and because of the word of God, and those who had not worshiped the beast or his image, and had not received the mark on their forehead and on their hand; and they came to life and reigned with Christ for a thousand years. (Revelation 20:4 NASB)
